Social services groups concerned about impact of Bill 15

A network representing social service organizations throughout the Outaouais is voicing concerns about Bill 15, a newly created law that will restructure the province’s health care administration.

Daniel Cayley-Daoust, the director of the TROCAO, a regional table for independent community organizations, spoke with CHIP 101.9 about his concerns regarding the mammoth piece of legislation, which would centralize decision-making under the new agency Santé Quebec. The TROCAO represents organizations that are adjacent to or affiliated with the provincial health and social services administration, such as Bouffe Pontiac or local women’s shelter L’EntourElle.

He said that while he and some of his partners elsewhere in Quebec made written submissions to the government on the bill, they weren’t included in the oral consultations.

He said that given the enormous scope of the new law, many of the repercussions won’t be fully understood for years. He said in an ideal world, there would be clear and open communication between health authorities and community groups, as well as meaningful consultation on important issues.
